Notice is hereby given that sealed bids will be received by the Scotts Valley Water District (“District”) in the District Office at the time, date and place below for furnishing all labor, materials, tools, supplies, equipment, transportation, appurtenances and services for completing the installation, development and testing of project designated by the Scotts Valley Water District as GLENWOOD TANK SITE PROJECT – SITE IMPROVEMENTS (SECANT WALL INSTALLATION) at which time and place bids will be publicly opened and read.

After bids are opened, they will be referred to staff for subsequent action. The District reserves the right to reject any or all bids and to waive any errors or discrepancies. Any bids received after the scheduled closing time for receipt of bids will be returned unopened.
GLENWOOD TANK SITE PROJECT – SITE IMPROVEMENTS (SECANT WALL INSTALLATION) DESCRIPTION
The GLENWOOD TANK SITE PROJECT – SITE IMPROVEMTNS (SECANT WALL INSTALLATION) involves the furnish of all materials, labor, equipment, fuel, tools, transportation, and service for the installation of new secant wall, pavement, curbing, fencing, and drainage associated with the slope stability project adjacent to the existing water tank. Glenwood Tank site is located above Glenwood Subdivision within Glenwood Open Space Preserve (east side). The site is accessed by an existing paved driveway between 44 Deerfield Drive and 3 Mountain Valley Drive at the corner of the cul-de-sac.
REQUIREMENTS
Contractor's License
To submit a bid the Contractor must possess licenses valid in the State of California for Class -A General Engineering License Contractor’s License. In accordance with the provisions of California Business and Professions Code Section 7028.15, a bid submitted to the District by a Contractor who is not licensed in accordance with applicable laws shall be considered nonresponsive.
Time Limit for Completion
The successful bidder will have 150 calendar days to substantially complete the GLENWOOD TANK SITE PROJECT – SITE IMPROVEMENTS (SECANT WALL INSTALLATION) from the Notice to Proceed. Liquidated Damages in the amount of $560 per day will be assessed for each calendar day the work remains incomplete beyond the time fixed above for completion pursuant to Section 2-F, Special Conditions, and Liquidated Damages.
Prevailing Wage and Labor Code Compliance
The District hereby advises all bidders that the successful bidder shall: (a) Employ the appropriate number of apprentices on the job site as set forth in California Labor Code 1777.5; (b) Provide Workers’ Compensation coverage, as set forth in California Labor Code Sections 1860 and 1861; (c) Keep and maintain the records of work performed on the public works Glenwood Tank Site, as set forth in California Labor Code Section 1812; (d) Keep and maintain the records required under California Labor Code Section 1776 which shall be subject to inspection pursuant to California Labor Code Section 1776 and California Code of Regulations, Division 1, Chapter 8, Subchapter 3, Article 6, Section 16400(e); (e)Be subject to other requirements imposed by law; and (f) pay prevailing wages as required by Labor Code Sections 1770, 1773, 1773.1, 1773.6 and 1773.7 as amended.
Notice of Public Works Registration
Notice is hereby given that no contractor or subcontractor may be listed on a bid proposal for a public works Glenwood Tank - Site Improvements unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5, with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). No contractor or subcontractor may be awarded a contract for public work on a public works Glenwood Tank Site unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
This Glenwood Tank - Site Improvements is subject to compliance monitoring and enforcement by the Department of Industrial Relations. All contractors and subcontractors must furnish electronic certified payroll records directly to the Labor Commissioner (aka Division of Labor Standards Enforcement) if required by law.

Pre-Bid Inquiries. Bidders may submit pre-bid inquiries or clarification requests. Bidders are solely and exclusively responsible for submitting such inquiries or clarification requests not less than Fourteen (14) days prior to the scheduled closing date for the receipt of Bid Proposals. The District will not respond to any bidder inquiries or clarification requests unless such inquiries or clarification requests are timely submitted.
