Scotts Valley Water District appoints two Junior Associate Board Members

(March 12, 2026) SCOTTS VALLEY, CA — The Scotts Valley Water District (SVWD) today announced two new Junior Associate Board Members have been appointed to two-year terms, continuing a first-of-its-kind program among California water district boards.

The new Junior Associate Board members are Dominic Osorio and Demitri Vavaroutsos. The two will attend monthly Board meetings through the end of 2027.

“The District is proud to have these young advisors contribute their perspectives to our discussions,” said David McNair, General Manager of Scotts Valley Water District. “This program strengthens connections between the District and the community, while giving participants a firsthand look at how water management decisions are made.”

Junior members, aged 16 to 30, are non-voting advisors to the District’s Board of Directors and who live, work or attend school in the District’s service area. They provide input on water management and capital improvement projects, while gaining a deeper understanding of the District’s role in delivering water and of local government operations.

Osorio (20), a Scotts Valley resident and recent graduate of Scotts Valley High School, attends Cabrillo College. He plans to become a civil engineer/city planner. Vavaroutsos, (23), also of Scotts Valley, has a bachelor’s degree in business administration from Arizona State University. He applied for the position to learn more about local government as he pursues a career in law enforcement.

SVWD launched the Junior Associate Board Member program in 2019 to engage youth and young adults, becoming the first water agency in California to offer this type of program.

The District keeps the public informed through monthly Board meetings — held in person on the second Thursday with a virtual option — and posts dates and links on its website.
