Piret Harmon, General Manager
Piret has been the General Manager of Scotts Valley Water District since July 2013. Prior to that, she carried the role of a Business Manager at Santa Cruz Water Department overseeing strategic planning, rate design analysis, operations, and capital improvement program budgets, and succession planning efforts. She has an undergraduate degree in Civil Engineering with a major in Water and Wastewater from Tallinn University of Technology, supplemented by a graduate degree in International Business Administration.
Piret serves on the Board of the Regional Water Management Foundation, is a member of the Santa Cruz IRWM Steering Committee, and actively participates in ACWA efforts and events. She is also the Associate Director of the Bay Federal Credit Union Board and past Board member of the Leadership Santa Cruz County civic program.
She is driven and focused on leading the change to higher productivity and innovation at the water agency in her community by harnessing the spirit of collaboration and encouraging “outside of the box” thinking.
Donna Paul, Assistant to the General Manager
Donna joined the Scotts Valley Water District in August 2013. She brings 25 solid years of organizational skills in the public sector, including 17 years in the water industry, to SVWD. Along with providing administrative support to the General Manager, Donna supports the Board of Directors and manages the District’s Human Resources.
She enjoys the varied workload and opportunities that the District has to offer.
David McNair, Operations Manager
David McNair has been the Operations Manager of Scotts Valley Water District since May 2014. David has nearly four decades of water experience. He began his career with the San Lorenzo Valley Water District in 1981 as a Maintenance Operator. He worked through both the infamous flood of January 1982 and the Loma Prieta earthquake of 1989. He relocated to southwest Florida in 1991 where he went to work for the Collier County Water Department before moving over to City of Naples Utilities Department where he managed the water distribution, wastewater collection, and recycled water systems. California called David back home in 1996 after he was offered the Distribution Superintendent position with the Santa Cruz Water Department where he worked for the next 18 years before joining the Scotts Valley Water District. He holds both a D-5 & T-2 Operator certifications.
